IT IS TIME TO BAN PHOTO RADAR IN
ARIZONA

The Arizona lawmakers are considering passing HB 2525
which would ban photo-enforcement cameras throughout Arizona. HB 2525 just
passed the Arizona House of Representatives with a close vote of 32-28 to
eliminate all photo-radar cameras in Arizona. It is being reported that there is momentum building at the
Arizona Capitol to pass HB 2525 and banish photo radar.
Now the bill goes to the Arizona
Senate for a vote. Arizona Representative Grantham calls the photo-enforcement cameras a modern "tyranny" and a "police
state tactic." Grantham told his fellow lawmakers that the automated
traffic enforcement violated basic constitutional protections ensuring people
face their accusers. He and other lawmakers said the cameras were little more
than a “naked attempt” for cities to
squeeze revenue.

Some Arizona municipalities are
paying big money for studies to justify keeping the photo radar cameras.
Grantham is suspect of those statistics because the municipalities have a
vested interest in their self-studies. Scottsdale reported that 42,290 photo
radar tickets were issued last year costing drivers over $3 million and nearly
half of that went to the city. The Town of Paradise Valley reported that 23,722
photo radar tickets were issued last year costing drivers over $2 million and
nearly half went to that town. Of course, those municipalities want the photo
radar to continue because they are addicted to the profitable robot cameras
with quotas.
The Arizona Lawmakers need to know that Redflex Holdings is a dying company due to the cancellation of
contracts caused by its scandals. The Redflex stock has dropped from its high
of $4.15 a share to its present $0.70 a share. Stock analysts give Redflex a
55% chance of filing bankruptcy and highly recommends to sell the risky stock.
Redflex just reported a $26.2 million loss for the first-half of this year and revenue dropped 8.9% in the USA. This poor financial condition of Redflex affects the company's ability to
maintain its equipment and that puts in jeopardy the validity of its photo

There have been several lawsuits
against photo radar won based upon the collection violations (New Mexico $3.5 million settlement) and the illegality of the
drivers being unable to cross examine the robot cameras (Louisiana $7.1 million settlement & New Jersey $4.2 million settlement). The largest is a $90
million class action lawsuit which has just been a "green light" to proceed in Canada. The Canadian class
action lawsuit against photo radar is for the refund of 70,000 tickets from 151
photo radar cameras in Quebec, which could be $90 million in refunds. The Canadian judge ruled that
photo radar cameras is "Insufficient",
"Inadmissible" and "Illegal" because no officer
witnessed the traffic violation. Judge Serge Cimon concluded that the photo
radar evidence was "Hearsay."
What is so shocking is that Canadian Government is listed as one of the six
defendants in the photo radar class action lawsuit. This could be very
expensive for Canada for allowing the lawbreaking photo radar system.
Photo radar contributes to commercial "Blight" because motorists
avoid areas where the robot camera speed traps exists. Grand Ave is not so
"Grand" anymore because it has become known as a greedy "Speed Trap" for El Mirage.
Cities are fighting blight. Grand Avenue is a prime local example how different
cities are fighting blight, graffiti/litter, and closed businesses. Grand
Avenue is 50 miles long and it goes through seven cities. Glendale looks to
improve transportation and access to its “historic
old town” businesses. Phoenix is creating an "arts district” that won a National Planning Achievement for
Urban Design for its focus on business growth. Otherwise, Grand Avenue has a
newly improved highway that runs through Arizona's biggest "Blight Route" in Arizona. The photo radar system has
played a major role in reducing traffic and destroying business opportunities.
An extremely important point to make is that robot photo radar cameras do not stop dangerous highway crimes in progress; such as: road-rage, reckless driving, impaired driving, wrong-way driving, highway shootings, and extreme speeding. You need real police to truly protect the public not robot cameras!

Many other states and cities are banning the revenue robot cameras and
are supporting their citizens' Constitutional Rights. Arizona needs to join the
other enlighten leaders that view the photo-radar camera law enforcement as a
SCAM. It is urged that Governor
Ducey continues to reduce risks and promote business growth. Governor Ducey
needs to support of HB 2525, the banning of photo radar, because it is one key
to Arizona's increased prosperity.

It is time to stop illegal photo radar in Arizona otherwise our state will look like Red China. Redflex handles the spying for Red China. Redflex's partner is China Tell which is owned by the Red China Government. This is shockingly dangerous to our security!

The
Real Faces of Elder Abuse

Mark
was forced in retirement from his vice-president bank manager career, at 43, because of a
stroke. Carol ended her restaurant management career, at 57, because of a needed
liver transplant. After we retired we met at our senior living facility, Sun
Grove Resort Village (SGRV). We saw the abuse and corruption there and we
fought for the rights of our fellow senior residents. Our fight against elder
abuse and senior financial exploitation has mushroomed into our being Elder Justice Advocates.
We first reported in 2009 and 2010 the SGRV Elder Abuse and Financial Exploitation Crimes to the Peoria Police and the Arizona Attorney General. However, the Arizona Law Enforcement failed to interview the SGRV abused victims and failed to discover that the manager of SGRV, Scott Green, confessed and was convicted in 2005 of Medicare Fraud. Scott Green was terminated on 08/28/12 from SGRV and reincarcerated for parole violations. We presented our documentation to the California Court concerning the mastermind of the Oakdale Heights/AREI Ponzi scheme, James Koenig. That Ponzi scheme defrauded 2,000 investors of $250 million and hurt over 2,500 seniors that were living in the 23 senior living centers destroyed in the Ponzi scheme. Based upon our evidence the judge sentenced James Koenig to 43-years in jail. The California judge said this was more than the money but it was elder abuse. SGRV was one of the 23 senior living facilities destroyed by the Ponzi Scheme. In 2015, the 20 investors of SGRV lost $4.5 million when it closed and filed bankruptcy. The US Senate – Special Committee on Aging had us post our report about the "The SGRV Elder Abuse Story" and about the 66 SGRV elder abuse cases, 47 seniors have died with no justice.

Carol's exposure
to the SGRV toxic mold started her transplanted liver rejection. We
speak from experience after being abused and seeing many seniors abused and
financially exploited. We taught classes and write articles as THE
REAL FACES OF ELDER ABUSE. Our emphasis is on how to avoid being a victim
of elder abuse and fraud. Elder Abuse and Senior Fraud has become epidemic and
the “CRIME OF THE 21ST CENTURY”
with a senior being abused in the US every five seconds. We taught that the key
to stopping elder abuse is to prevent it before it happens with knowledge. We
write a daily Facebook “Mark Fairall”, which has maxed out
with 5,000 worldwide Facebook Friends. We share elder abuse stories, new senior
protection law ideas, and tips on senior scams. Finally, we each volunteer about
5,000 hours a year which totals for the both of us for the past five years of
over 50,000 hours in protecting seniors from elder abuse and fraud.
Mark
has been recognized in 2013 by COVINGTON’S WHO’S WHO for his civic volunteer
activities. Carol was the runner-up for ARIZONA AARP’S 2013 Andrus Community Service Award. Carol recently received letters from
President Obama and the US Department
of Health and Human Services thanking her for her volunteer work and wishing
her better health.
